Perpetual testing and evaluation of design proposals begins in the concept phase and continues throughout a project. The faster and more clearly a design proposal's implications are evaluated the better subsequent proposals will be. Thorough evaluation must not only apply to quantifiable criteria like budgets and areas, but just as importantly to the project's response to its temporal and physical context.
